- Branch 3 - Termite (wood-destroying pests/organisms by insecticides or structural repairs and corrections, excluding fumigation)
Exams
- Vendor format: PSI Exams; apply via SPCB online licensing system (Connect), receive approval email with exam ID, then schedule with PSI. Six months from approval to test. Re-exam waits: 15 days (Applicator), 30 days (Field Rep/Operator).
- Exam fee: Applicator $60 per branch; Field Representative $75; Operator $100
Business license and insurance
Business license
- Requirement: Company Registration with the SPCB required for every company practicing structural pest control, with a designated Operator-licensed Qualifying Manager.
- Fee: $120 company office registration; $60 per branch office
Insurance / bond
- Liability insurance: $500,000 minimum per loss for bodily injury/sickness/death and $500,000 minimum per loss for property damage (B&P 8692); evidence required before registration issued, with 10-day cancellation notice to the Board (B&P 8690).
- Bond: $12,500 surety bond from an admitted surety insurer; certificates of deposit or other undertakings not accepted (B&P 8697).
Renewal and continuing education
- Renewal: 3 years - Operator, Field Representative and Applicator licenses expire at midnight June 30 of the third year from date of issue (B&P 8590).
- Continuing education:
- Operator: 16 hours (1 branch), 20 hours (2 branches), 24 hours (3 branches) per 3-year renewal period
- Field representative: 16 hours (1 branch), 20 hours (2 branches), 24 hours (3 branches) per 3-year renewal period
- Applicator: 12 hours: 6 pesticide application and use, 2 IPM, 4 Structural Pest Control Act
- Notes: Operators/Field Reps: minimum 4 technical hours per branch held and 8 hours on pest control laws/regulations each renewal period.
Application recordkeeping
- Application records must include:
- Date and time of application
- Name of owner or agent
- Address of property
- Description of area(s) treated
- Target pest(s)
- Product name, EPA/CA registration number and amount used
- Identity and license number of the certified applicator(s) (and noncertified applicators if applicable)
- Retention years: 3
- Notes: 16 CCR 1970 also requires fumigation logs retained 3 years; B&P 8652 requires registered companies to keep inspection reports, field notes, contracts, notices of work completed and non-financial records at least 3 years after completion of work.

Worth knowing
- California licenses structural pest control by Branch: Branch 1 Fumigation, Branch 2 General Pest, Branch 3 Termite; a multi-branch license counts as one license (B&P 8560).
- Three-tier individual licensing: Applicator -> Field Representative -> Operator; only an Operator can own a company or serve as Qualifying Manager, and one Operator may qualify at most two companies (B&P 8610).
- SPCB raised fees effective July 1, 2025 and charges a $5 filing fee per Wood Destroying Organism (WDO) report activity.
- Structural pest control is regulated by the SPCB, not DPR; DPR’s QAL categories expressly exclude structural work requiring an SPCB license.
